The governor also requested that the matter be certified as urgent.

Nora Terado, president of the Philippine Software Industry Association (PSIA), said in a press briefing Monday, that there are two ways to "influence growth in the provinces."
She said to attract investors is either through the "invite and build scheme" where government in the local level invites investors to put up their businesses in the area.

"Our study shows that the project will have a return of investment in six to eight years by an average of 50 percent at the least," she said.
She pointed out that the project will pay for itself.
Batapa-Sigue clarified there is no stoppage in the Cyber Centre project, adding that the construction is ongoing internally.
The target is for it to open by August this year, she added.
Batapa-Sigue also called on leaders in the province to be more innovative and 'think out-of-the-box' for ways to upgrade the lives of Negrenses and Bacoleños.
